Kiri is one of the five most powerful shinobi villages and located on the island nation of the Water Country. The Water has a long history of warfare and being at the mercy of many different shinobi clans within it. Around 60 years ago one of the prior Daimyo went to a powerful shinobi to ask him for help in making the country a more stable place. This shinobi began recruiting clans to work for the government, and would go on to become the Shodai Mizukage.
The Shodai would not live to the country become more stable, and after his premature death one of his two lieutenants would go on to become the Nidaime Mizukage. Nidaime would rules ofr several years and go on to pacify the vast majority of opposing shinobi clans, leading to them moving into the outskirts of the nation, joining Kiri, or leaving the country all together. But he would fall in battle at the hands of one of the clans he could not quite stop, the Kaguya.
With the death of the Nidaime, the other lieutenant of Shodai was chosen to rule. Toushi Masurao was now the Sandaime Mizukage. His first act was to deal with the Kaguya, pushing them to the outskirts of Kiri. Early in his reign he also put an end to Kiri's graduation exam after seeing what Zabuza did. Sandaime would go on to rule Kiri longer than any other Mizukage, and pulled as many clans with kekkei genkai into its walls in order to save them from the massacre as he could.
Knowing that he was becoming too old and frail to rule, Sandaime chose the Yondaime Mizukage and then retired. For reasons all his own, Zabuza made an attempt on Yondaime's life but failed. This would not be the only attempt on Yondaime's life, as he would go on to vanish without a trace a few years later. It is rumored that he was killed by Ryouchi Oda.
With Yondaime missing and a war with Oto looming, Toushi Hideaki stepped to the forefront in defense of his village. He was appointed Godaime Mizukage and quickly formed several treaties to prevent Oto from gaining allies in the attack. Kiri repelled the attack, even though both sides suffered great casualities, and the war was over. The next village Kiri went to war with was Naigakure, which was ruled by a Kiri Missing Nin. At the order of the Mizukage, the Missing Nin was killed and the village was destroyed.
